FEASIBILITY AND BUSINESS CASE STUDIES - post 2010
Feasibility of Wagga Wagga City Council entering into a RMCC (2022)
Peter Rufford through Constructive Solutions assessed the feasibility for Wagga Wagga City Council entering into a RMCC with Transport for NSW nearly ten years since they withdrew from the contract arrangements.
Feasibility Study of the Ridge Road (2019/20)
PEECE undertook a feasibility study for upgrading the back road between Lightning Ridge and Collarenebri north-east of Walgett to a sealed standard. Benefits included transport cost savings to farmers, the communities of Lightning Ridge and Collarenebri and tourists and improved access to 70% of the farmers in the study area. The study lead to a business case to support an application for funding from State and Commonwealth programs. The contract was extended to allow further consultation with farmers and transport operators to refine the assigning of farm produce to specific routes. The supplementary report provided the policy framework for preferring one route over another.
Strategic Business Case for a Regional Inter-modal Terminal at Narrabri (2019)
PEECE was sub-consultant to Arcadis in a study to assess the feasibility of an inter-modal and industrial Hub at Narrabri that would be connected to the Inland Rail. The study prepared a strategic business case for the development of the Hub. PEECE undertook the demand and economic assessment and the engineering assessment of infrastructure outside the sub-division.
Business Cases for Sealing the Cobb and Silver City Highways (2018)
PEECE provided the economic assessment for the business cases prepared by QRMC Risk Management to seal the remaining unsealed sections of the Cobb and Silver City Highways in western NSW. The studies are being prepared for the NSW Roads and Maritime Western Region who are seeking funding from NSW Treasury to complete the sealing of these roads.
Feasibility Study of the Come By Chance Road (2017)
PEECE undertook another feasibility study for Walgett Council; This time for the Come By Chance Road which runs south-east from Walgett to Pilliga. The road passes through agricultural land whose productivity is constrained by poor unsealed road access. The study prepared a business case to support an application for funding from State and Commonwealth programs to seal the road.
Feasibility Study of Wilby Wilby Road (2013)
PEECE undertook a feasibility study for Walgett Council of a project to improve the flood immunity of Wilby Wilby Road, a local road north-west of Walgett. The road crosses a low-lying area called Rotten Plain that floods extensively during wet weather. This study was extended into a business case for betterment funding for upgrading flood prone roads in Walgett Shire under NDRRA Guideline 7.
Business Case for Upgrading the Coonabarabran – Mungindi Route via Pilliga (2011)
The road between Coonabarabran and Mungindi via Pilliga and Collarenebri serves the interests of a prosperous agricultural community and yet still has three unsealed sections. The Walgett, Narrabri and Warrumbungle Councils engaged PEECE to prepare a business case for upgrading the route to a sealed standard and to assist them seek funding from State and Commonwealth sources.
Economic Case for Upgrading Thunderbolt’s Way (2011)
PEECE prepared a research paper on the transport drivers for the Thunderbolt’s Way linking Gloucester, Walcha, Uralla and Inverell and a cost benefit analysis of a pavement rehabilitation program to bring the route to a safe and reliable standard for tourists and local industries. The paper was used to support an application from the five Councils on the route for funding from the Regional Development Australia Fund.

ASSET MANAGEMENT AND MAINTENANCE
Preparation of an Asset Management Plan (2022)
PEECE prepared a Policy, Strategy and Asset Management Plan for Walgett Shire's fixed asset as required by the NSW Integrated Planning & Reporting framework. The Plan was prepared from the individual valuation reports of each asset category and was based on commonly used maintenance funding metrics.
Assessment of Stormwater Asset Condition (2021)
PEECE undertook an assessment of the condition of the culverts, pits and pipes on King Island as part of the revaluation of those assets for King Island Council in Tasmania.
Review of Road and Stormwater Asset Replacement Unit Rates (2021)
Geoff Webb and Peter Rufford undertook a review of the replacement unit rates for a range of road pavement and stormwater assets for Glenorchy Council in Tasmania.
Review of Road Maintenance (2020/21)
PEECE undertook a review of the planning and delivery of road maintenance for Walgett Shire Council. A draft report was submitted to Council staff for comment prior to presenting to Councilors in March 2021. The final report included an action plan to implement the findings of the review.
Audit of VicRoads Road Maintenance Programs (2017)
PEECE was engaged by the Victorian Audit Auditor-General's Office to audit the processes used by VicRoads to develop their Road Maintenance Programs. The audit tested whether VicRoads followed Industry Best Practices and delivered best outcomes for Victoria.
Review of Victorian State Road Network (2016)
Geoff Webb, through GR Webb Consulting, undertook a review of the Victorian State Road Network for RACV. This study provided an expert opinion on the condition of the State Road Network in Regional Victoria and options for its restoration and long-term maintenance. The findings showed decline in road condition over the analysis period that coincided with a reduction in funding.
Support for Sydney Olympic Park Authority (2015)
Geoff Webb, through PEECE, assisted SOPA in updating and maintenance of their Asset Management Plans. This involved facilitating workshops of treatment options and providing a bureau service for updating their existing analysis system and for its eventual transfer to the RoadWise Asset Management Platform.
Review of Regional Maintenance Delivery In NSW (2014 – 2017)
Steve O’Rourke, through Constructive Solutions, worked with NSW Roads and Maritime Services (RMS) staff to develop an audit methodology and then to undertake several audits in two of its Regions.
Review of MEERA Valuation (2014)
PEECE undertook a review of Hobart City Council's MEERA (Modern Equivalent Engineering Replacement Assets) valuation of their road assets. The review supported the approach being taken to establish Fair Value and Replacement Costs for their road assets.

PEECE prepared an Asset Management Strategy for Balranald Council In NSW using the resources of Jeff Roorda And Associates and a valuation of Council's water and sewerage assets.

PEECE identified priorities for Walgett Shire Council to develop their road network from their strategic planning work for Council. The company then interviewed all the Councillors individually to identify local priorities. This enabled PEECE to identify the various packages of work that Council could consider in terms of their applications for funding and priorities for their own maintenance activities.

PEECE developed a road network strategic plan for Walgett Shire Council. The study had three streams; one was the development of a road maintenance strategy, the second was a road development strategy, whilst the third brought the first two streams together to become a road network strategic plan.
Freight Study for the Northern Inland Region of NSW (2012)
PEECE undertook a road-based freight study for the Northern Inland Regional Development Australia Office. The projects identified by extensive consultation with 13 Local Governments across the New England and North-Western Slopes, were evaluated and the highest priority projects identified.
Assessment of Five Roads on the Moree Plains (2009)
PEECE studied five roads for the Moree Plains Shire Council to provide an independent assessment of their relative priority. The assessment was based on a multi-criteria assessment of engineering cost, economic viability, community support, regional development and financial viability.
Road Classification Study (2005)
PEECE assisted Narrabri, Gunnedah and Tamworth Regional Councils prepare a Supplementary Submission in Support of retaining MR357, the Road between Manilla and Boggabri, as a Regional Road for State Road Funding purposes.
Regional Transport Plan for Wakool And Swan Hill Councils (2004)
PEECE prepared a Regional Transport Plan highlighting the need to seal the Noorong Road in Wakool Shire and establishing a local bypass around Swan Hill to support the ethanol plant proposed for Swan Hill.
Regional Transport Plan for Parkes (2003)
PEECE prepared a Transport Plan to support the proposed Parkes Inter-Modal Transport Hub For Parkes Council. A key feature of the Plan was the need to realign the Newell Highway to ensure that the traffic generated by the Transport Hub did not conflict with the town.

Review of the Farm Gate Access Project 2.0 (2021)
Following the findings of the pilot project, Transport for NSW reviewed the project and initiated another pilot period this time over 6 months and involving 6 Councils. Transport for NSW engaged Constructive Solutions to assist with data capture of bridge information from the pilot Councils and with the review of this second version of the initiative in mid 2021.
Review of the Farm Gate Access Pilot Project (2020)
Steve O'Rourke and Peter Rufford, through Constructive Solutions, undertook a review of the Farm Gate Access Pilot Project for Transport for NSW. This project was introduced as a pilot scheme over 18 Local Government Areas to facilitate access for farmers to the B-double, Livestock Loading Scheme, 4.6m high OSOM and Higher Mass Limit networks.
Local Government Heavy Vehicle Access Strategy (2010)
PEECE prepared a discussion paper for the then NSW RTA on how they could encourage Councils to play a positive role in increasing heavy vehicle access on local roads.
Regulatory Reviews (2005-11)
Peter Rufford conducted a number of reviews for the then NSW Roads and Traffic Authority (RTA), including an accreditation scheme for escort vehicles, the NSW hire trailer maintenance management accreditation scheme, the over-width concession for the transport of concrete pipes and a framework for the introduction of a crane inspection scheme.
National Heavy Vehicle Accreditation Scheme (NHVAS) (2005-07)
Peter Rufford, whilst on contract to the National Transport Commission, chaired the national committee establishing the national heavy vehicle auditor accreditation scheme. He also project managed a review of the business rules for the NHVAS and an Austroads project assessing the safety benefits of heavy vehicle accreditation.
