BACKGROUND
Through our initial contact with Chen Dongfeng, the PEECE Directors organised several visits over successive years to Changchun, the capital of Jilin Province, in north-east China and promoted the concept of technology exchange between the company and their Jilin Provincial Communications Department (JPCD). The directors invited the Chinese to visit Australia and hosted a visit in 2010 and arranged inspections and meetings with State Road Authority officials, both here in Australia and in New Zealand. TERNZ acted as host in New Zealand. During this visit, PEECE and JPCD signed a historic agreement for the company.
The agreement provided the vehicle for PEECE to visit Jilin Province over 4 successive years and for JPCD to send 3 delegations to Australia and New Zealand. During the 2014 PEECE visit, the Jilin Transport Research Institute (JTRI) invited us to inspect the initial stages of the construction of the HeDa Expressway. The project runs north-south from Heilongjiang Province to Liaoning Province at the foothills of the Changbai mountains that separates China from North Korea. The project includes a number of environmental treatments designed to minimise the environmental footprint of the expressway and six trial pavement design. We returned in both 2015 and 2016 to inspect progress with the construction of the expressway. The construction of the 110km expressway was completed in October 2016.
Two directors, Peter Rufford and Geoff Webb attended the World Transport Conference in Beijing in June, 2017 and again in June, 2018. Geoff returned to Beijing for the 2019 World Transport Conference with an ARRB delegation. This delegation met with a number of agencies and companies in China including JPCD in Changchun.
A delegation from Jiangsu Province came to Australia and New Zealand in November 2019 at PEECE's invitation. PEECE arranged visits for the delegation to ARRB and Transurban in Melbourne and to TERNZ in New Zealand.

2018 PEECE VISITS
In March 2018, Geoff Webb visited SinoRoad in Nanjing to discuss the funding application for research into the collection and analysis of road condition. Geoff is pictured here with Dr Jin, SinoRoad's chief research engineer at their office in Nanjing.
Geoff took the opportunity to visit the National Research Institute of Highways (RIOH) in Beijing and made a presentation on current trend in the use of asphalt materials in Australia. He then flew to Changchun where he met with JPCD officials and was updated with progress by JTRI in their research on the HeDa Expressway.
Geoff returned to China with Peter Rufford in June 2018 to attend the World Transport Conference in Beijing. The two directors then went to Jilin Province for further discussions with JPCD and an inspection of the completed HeDa Expressway. They inspected the JTRI laboratory in Changchun where they are preparing to receive a new indoor full-scale accelerated loading equipment.

2017 PEECE VISIT
During our visit to China in 2017, Peter and Geoff attended the World Transport Conference held in Beijing in June. The conference was attended by 3,500 delegates from a number of countries. They are photographed here with Dr Zhang from SinoRoad, who sponsored a booth at the conference. Following the conference, they flew to Changchun to discuss progress with the research being carried by JTRI on the HeDa Expressway.
They then flew to Wuhan to visit Zoyan, a company based in Wuhan in Hubei Province who they met at the conference. Zoyan provide road asset management products and services using laser technology. They then caught the high speed train to Nanjing where they met with Dr Zhang and his colleagues at SinoRoad. Dr Zhang invited them to attend a conference the following day, on the road maintenance of expressways. Whilst at the conference, they were interviewed by Lu Haizhou on road engineering in Australia. 2016 PEECE VISIT
During our visit to China in 2016, Peter, Steve and Geoff attended the HeDa Expressway symposium in Yanji in north-east Jilin Province. The visit was the third visit to inspect the construction of the expressway over the three year construction period between 2014-2016. The Directors recognised the project design as world best practice in road construction in environmentally sensitive terrain and cold weather climate.
2015 PEECE VISIT
During our visit to China in 2015, the Directors presented the Jilin Transport Research Institute with a plate commemorating eight years of collaboration. The visit involved the Directors each making a presentation to an International Conference in Changchun hosted by JTRI and an inspection of progress with the HeDa Expressway.
The visit also lead to a meeting in Nanjing (organised by JPCD) with the Jiangsu SinoRoad Engineering Institute, a private Chinese company providing research for various provinces.

2010 JPCD AGREEMENT
On 12 April 2010, PEECE signed a three year agreement with a delegation from JPCD when they visited Australia.

- 1. Technical exchange between PEECE and JPCD in three areas of common interest.
- 2. PEECE hosting with TERNZ (a NZ transport planning consultancy) three JPCD technical delegations to Australia and New Zealand.
- When reviewing the agreement on its completion, both parties agreed that it had brought benefits to both sides over the three year period and hoped that a similar agreement would be implemented in the future when the opportunity arose.
