Chairman’s Report

It gives me great pleasure to report on the principal activities of PEECE over the past year.

The most significant activities have involved the hosting of another JPCD (Jilin Provincial Communications Department) delegation in June and a visit by Peter Rufford and Geoff Webb to Beijing in October.  The Beijing visit was particularly significant as JPCD were able to open doors for us in RIOH (Research Institute of Highways) and the Ministry of Transport.  JPCD are planning to send another delegation to Australia and New Zealand early in 2012.

The trip to Beijing was aimed at gaining a better appreciation of the way the Chinese undertake their pavement management.  This is particularly relevant to Geoff Webb’s work in Heilongjiang Province.  The meeting with Dr Yuli Pan from RIOH not only provided the information that Geoff needed for his study but also provided an insight not only into the sophistication of the Chinese technology but also the way they use it develop their pavement management programs.  There is much that Australia has to learn from the technology and the institutional arrangements that are central to the way the Chinese do business.

Progress has been made with the three JPCD research projects, namely on pavement thickness design, traffic signs and markings and cold climate concrete technology with Inception Reports being submitted in September.  PEECE will undertake more work on these projects once we have received feedback from JPCD.

PEECE recently registered with QTrade the work we are doing in China.  The Queensland Government is very supportive of Queensland companies doing business in China and QTrade is an important resource for PEECE when making arrangement for Chinese delegations’ visits to Australia.

PEECE completed the business case for upgrading the Coonabarabran to Mungindi Road via Pilliga and is assisting the three Councils, Walgett, Narrabri and Warrumbungle, prepare a submission for funding from both the State and Commonwealth Governments.  The company hopes to get the opportunity to project manage the pre-construction activities, should the funding submissions be successful.

PEECE contributed to another feasibility study this time on Thunderbolt’s Way for Gloucester, Walcha, Uralla, Guyra and Inverell Councils.  These Councils are intending to use the report in an application for Round 2 of the Regional Development Australia Funding.

As a flow on from this work, PEECE has been asked by Regional Development Australia – Northern Inland based in Armidale to submit a fee proposal to undertake a freight study for the region.  Acceptance of the proposal will increase the profile of the company even further in that part of NSW.

I would like to particularly thank Executive Director Peter Rufford for his administration of PEECE over the past year, and to all of you for your continuing friendship and efforts.  You make up a unique group of professionals with a formidable set of skills.
