Specialist in asset and facilities management

 

Jeff Roorda has worked in asset and facilities management for over 20 years with a strong background in information technology and project management.

 

He has an academic and professional background in civil engineering.  He holds an Honours Degree in Civil Engineering and the Local Government Engineers Association Medal.

 

Jeff is currently involved in:

  • Technical audits and strategic reviews of asset management and information and communications strategies

  • Information system strategic plans and project managing systems integration projects for corporate decision support

DATA CAPTURE CAPABILITY

We are not a data capture company - our mission is to facilitate better decision support. We view data as one of the raw materials of a decision support system but because data is such a critical raw material we have out of necessity evolved very high levels of expertise, technology and resources in data capture. The data capture team has grown in response to our customers requests to provide resources to assist in capturing and adding value to existing information.

 

The data capture team are the behind the scenes people who work tirelessly on what may appear to many to be a mundane and repetitious step, but is actually one of the most critical steps of decision support systems - ensuring the reliability and accuracy of core data.

 

We do not use "body hire" personnel to carry out work because we maintain long term audit trail of data capture and work with people with whom we have long term relationships.

 

Members of the data capture team operate under the direct guidance of directors who act as project managers and customer liaison. The data capture team varies in size and expertise in accordance with project requirements at the time and are all trusted and long term associates of JRa. Our data capture team currently operates in NSW, QLD, WA, VIC, SA and ACT.

 

Recent Projects

 

ALGA (ACT), AUSTROADS (Commonwealth)

 

The Task

To capture and add value to national local infrastructure data and develop and co-ordinate an Internet based corporate data warehouse for local government information at a national level. The project integrates all ALGA and grants commission data and enables Internet and intranet solutions to information provision at a national level. Grants commission data for all states is being analysed and a national web site developed to assist Councils develop asset management expertise. An additional two year project is in progress working jointly with Austroads (state road authorities in each state) to capture data and develop a strategic model to assess the impact of heavy vehicles on local and regional transport networks.

 

This work has been linked to other projects we have carried out including an assessment of the impact of Commonwealth DDA legislation on Local Government and private bus operators in NSW, QLD and VIC which involved capturing data on bus routes in those states.

 

The Results

The technical audit was completed and a data warehouse implemented to integrate all information and systems. The data warehouse is continually being updated with grants commission data and commonwealth data and a web site commenced in Nov 1999.

 

Asset financial and technical modeling has commenced to develop optimised renewal analysis for regional transport networks.

 

The Benefits

  • A strategy was developed for integrating all information

  • Ongoing co-ordination will allow all information used by ALGA to be readily accessible and available for intranet and Internet.

  • Fragmentation and duplication of information eliminated.

  • Advanced asset management is being developed for a national approach to regional transport and logistics.

 

Department of Infrastructure (VIC) - 1998/99
Office of Local Govt / CEO's Group (SA) - Current

 

The Task

To capture data on and assess asset management strategies for every Council in Victoria and develop a model to determine future financial liabilities against potential revenues and develop a statewide strategy for asset management.

 

A more advanced project is currently underway for every council in South Australia which includes a web site linked to a data warehouse and financial and technical modeling system.

 

The Results

This project has been completed and the report issued by the Victorian Government. A methodology has been created and adopted by the Victorian Government to assess the strategic asset maintenance and renewal requirements for every Council in Victoria.

 

The data capture phase for the SA project is 90% complete and data processing / technical modeling / reporting / web site development is underway.

 

The Benefits

  • The development of a consistent, statewide database and strategy for assessing infrastructure asset management and financial reporting techniques.

  • Ongoing co-ordination will allow individual organisations to provide information for corporate statewide decision making as well as comply with statutory requirements.

  • A strategic approach is being developed to asset management

  • A model has been developed for asset renewal and capital project delivery processes that links all phases of project planning and delivery with financial reporting.

Knox City Council (VIC) - 1997 to Current

 

The Task

To develop and co-ordinate technical and management systems used for strategic infrastructure asset management. This includes integrating all asset related systems including financial, document management, risk management, technical, GIS and property, and contract management. Ongoing work has included a review of the corporate Information Systems strategy and implementation plan for system integration plan for all corporate technology applications.

 

The Results

A technical audit and needs analysis was completed. A strategic asset management plan was prepared and workshops held to facilitate the implementation of recommendations. A data warehouse integrating Oracle, MS Access and all linked applications has been created and is linking the GIS with all decision support systems.

 

The Benefits

  • A corporate approach has been implemented to strategic asset management that will ensure asset management is integrated with key performance measures.

  • Advanced asset management and corporate information systems integration is now being achieved by better utilisation of existing systems.

Auditor General's Office Tasmania - 1998

 

The Task

To capture data and assess the statutory asset management reporting practice for all Local Government in Tasmania and recommend a consistent approach and process for asset management assessment and reporting.

 

The Results

The project has been completed and the results published (see 1. below). A series of guidelines and workshops were completed and presented in co-operation with audit and industry reference groups. An on site assessment of Councils was completed to examine and analyse existing systems and processes.

 

The Benefits

  • Guidelines have been established for a strategic approach to infrastructure asset management through co-operation between diverse parts of Government that are asset custodians.

  • Simple and practical guidelines were established for the capitalisation of infrastructure.

  • Links were established between financial reporting and consumption of asset service potential and maintenance strategy.

Coffs Harbour City Council (NSW) 1999-Current

 

The Task

To develop and co-ordinate technical and management systems used for strategic infrastructure asset management. This includes integrating all asset related systems including financial, document management, risk management, technical, GIS and property, and contract management.

 

Ongoing work has included equipping Council staff to capture and maintain all infrastructure data using ARCPAD and GPS technology.

 

The Results

A technical audit and needs analysis was completed. A strategic asset management plan was prepared and workshops held to facilitate the implementation of recommendations. A data warehouse integrating SQL, MS Access and all linked applications has been created and is linking the GIS with all decision support systems.

 

The Benefits

  • A corporate approach has been implemented to strategic asset management that will ensure asset management is integrated with key performance measures.

  • Advanced asset management and corporate information systems integration is now being achieved by better utilisation of existing data and systems.

Canterbury City Council (NSW) 1997 - Current

 

The Task

To develop and co-ordinate technical and management systems used for strategic infrastructure asset management. This includes integrating all asset related systems including financial, document management, risk management, technical, GIS and property, and contract management.

 

Ongoing work has included the capture of all street furniture and attribution (approx 50,000 items) using ARCPAD and GPS technology and the equipping of council staff to maintain this and all other infrastructure data.

 

The Results

A technical audit and needs analysis was completed. A strategic asset management plan was prepared and workshops held to facilitate the implementation of recommendations. A data warehouse integrating Oracle, MS Access and all linked applications has been created and is linking the GIS with all decision support systems.

Institution of Public Works Engineering Australia (IPWEA)

 

The Task

To assist in the development of the International Infrastructure Management Manual, and in particular sections relating to the application of technology to decision support systems. The manual has recently been released for publication http://www.ipwea.org.au (click on Publications & Resources) and was developed in collaboration with an international team. Preparations are now underway for JRa to assist with training and support following the release of the manual.

 

The Results

This work follows on from providing training and technology transfer to IPWEA members at operational, technical, policy and political level over a period of 7 years. Work has included all areas of technology transfer associated with the capture, management and application of decision support data needed for infrastructure and property asset management.
